Permissions

Lookup: which permission reveals which control. Admin and Tenant Owner roles have all of them.

Permission	What it unlocks
formulary.view	The list and a group’s detail page. The route will not open without it
formulary.create	Create FBG on the list and on the empty state
formulary.edit	Edit, and Edit & Resubmit on a rejected group
formulary.delete	Delete on the row menu and on the detail header
formulary.approve	Approve and Reject on a pending group, from the header and from the row menu

Status still limits the buttons. A pending group hides Edit and Delete even for someone who has those permissions. Approve and Reject appear only while the status is Pending Approval.

Create FBG is formulary.create. The rest of the list is formulary.view.

View Details follows from view. Edit and Delete follow from edit and delete, and from the row being approved, draft, or rejected.

Reject and Approve are formulary.approve, and only while the group is pending.
